We are looking for a trustworthy, take-charge individual to join our growing business as a Procurement Specialist.
 

Location: Prishtina, Kosovo

Type: Regular Full-Time
 

Key responsibilities:

  • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations.
  • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects.
  • Establishes and maintains work program and schedule for ongoing contracts and newly planned ones.
  • Participates in negotiations with senior supplier representatives; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official.
  • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services.
  • Identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program.
  • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.
  • Provides guidance to, and may supervise, new/junior staff.
  • Generates RFQ/RFI packages for various procurement requirements;
  • Prepares Project Proposals/Cost Estimates/Request for Quotes/Request for Proposals etc;
  • Estimates and establishes cost parameters and budgets for purchases;
  • Maintains records of purchases, pricing, and other important data;
  • Reviews and analyzes all vendors/suppliers, supply, and price options;
  • Develops plans for purchasing equipment, services, and supplies;
  • Negotiates the best deal for pricing and supply contracts;
  • Ensures that the products and supplies are high quality;
  • Initiates regular procurement planning meetings;
  • Ensure all contracts and contractual terms are respected by supplier and ITBM LLC and respect local contractual standards;
  • Remain informed, on an ongoing basis, about current and changing procurement policy to ensure that current and future procurement processes are up to date;
  • Records and Tracks key procurement information for business development unit;
  • Maintain procurement tracking log and associated database or other tracking tools to ensure follow-up and analysis is updated on a weekly and monthly basis;
  • Engage with other team members for the development and regular updating of procurement plans for each project, while concurrently planning quarterly procurement planning outlines for resource planning;
  • Willingness to travel when required;
     

Education and Experience:

  • A minimum of five years of experience setting up and managing procurement systems with supervisory responsibilities;
  • A minimum of two consecutive years of experience in conducting international tender exercises to award contracts, during the last five years is desirable.
  • Experience in public sector procurement or related administrative processes and procedures is desirable.
  • Experience working in procurement process and procedures in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organizations is desirable.
  • A demonstrated attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively;
  • Excellent negotiation and representation skills;
  • Effective verbal and written communication, organizational, prioritization and Microsoft Office applications.
  • Excellent oral and written English skills required;
