Job Brief:

​The Contract Administrator manages the bidding process for new and recurring contracts. This position works closely with project managers to facilitate, manage and develop bid proposals and manage the performance of the construction contracting process.
 

Location: Prishtina, Kosovo

Type: Regular Full-Time
 

Responsibilities:

  • Work on bid and estimating generation, issuance, performance and purchase orders.
  • Pursues RFP development and issuance, source selection, negotiations and execution of bid and estimating terms for services.
  • Prepare detailed cost proposals that respond to customer requirements.
  • Actively coordinate and support purchasing activities. Obtain material prices, availability and compare quotations. Execute, track and document sourcing efforts resulting in cost benefits.
  • Prepare pre-qualification documents for clients to get on bidders list for contract packages.
  • Prepare bid inquiries, including those of a more technical and specialized nature, negotiate and award contracts; and administer change orders.
  • Assist in reviewing technical specifications of inquiry packages for cost, commercial, and technical accuracy.
  • Act as a liaison (sub) contractors, project management and other departments.
  • Receive and approve all contractor invoices. May inspect and/or supervise subcontractors’ work to ensure construction schedules are met, and that design, material deliveries and manpower support their work.
  • Interface with quality control to ensure contract work is performed according to the project control standards.
  • Review proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate.
  • Maintain files of working documents as back up for estimates and figures.
  • Prepare estimates by calculating complete takeoff of scope of work.
  • Coordinate total estimating effort relevant to particular bid/project as assigned.
  • Issue subcontract agreements and purchase orders as needed.
  • Process contract billing and change orders.
  • Perform additional duties as assigned.

     

Qualifications:

  • A minimum of five years of progressively responsible experience in procurement, contract management, contract administration or logistics and supply chain management or related area is required.
  • Exemplifies knowledge of contract law, accounting principles and finance.
  • Experience in federal contracting, a plus;
  • Has strong negotiation and mediation skills.
  • Possesses superior attention to detail in order to spot inconsistencies in contracts.
  • Has previous experience in customer service and strong communication skills.
  • Able to work productively independently and as part of a team.
  • Must have excellent analytical thinking skills and problem-solving abilities.
  • Previous experience as a project manager or coordinating large projects is an asset.
  • Should exhibit strong organizational and time management abilities.
